Indian Railways has rolled out a revised set of ticket cancellation, refund and reservation-chart rules, announced by Railway Minister Ashwini Vaishnaw as part of the ministry’s ongoing reform drive, with officials saying the changes are designed to curb black-marketing of confirmed tickets by agents.
New cancellation and refund slabs
Under the revised structure, only a minimum flat cancellation charge applies to tickets cancelled more than 72 hours before departure. Cancellations made less than 72 hours but up to 24 hours before departure attract a 25% charge, while those made less than 24 hours but up to 8 hours before departure will get a 50% refund. No refund will be given for cancellations made less than 8 hours before scheduled departure.
Chart preparation window widened
The reservation chart preparation window has been expanded from a fixed four hours before departure to a range of 9 to 18 hours before departure, giving waitlisted and RAC passengers clearer, earlier confirmation status. Passengers can now also change their boarding station up to 30 minutes before departure, compared with tighter restrictions previously tied to the old chart-preparation timeline.
Why it matters for passengers
Railway officials say the earlier four-hour chart window left many passengers without confirmation status until close to departure, creating openings for agents to manipulate waitlisted tickets. The wider window is intended to give genuine passengers more time to plan alternate travel if their tickets are not confirmed. The new rules are being rolled out in phases this year.
